Definition:
The definition of Other Health Impairments according to the state of Minnesota is to have "limited strength, endurance, vitality, or alertness, including a heightened or diminished alertness to environmental stimuli, with respect to the educational environment that is due to a broad range of medically diagnosed chronic or acute health conditions that adversely affect a pupil's educational performance" (Minnesota Administrative Rules, 2007).
Statistics and Prevalence:The U.S. Department of Education reports 5,971,945 students receiving special education services in the 2003-2004 school year. Of that number, 7.6% or 452,045 students, received special education services based on a classification of other heath impairments. Because IDEA does not specifically define or count incidence of AD/HD, the exact prevalence of the condition is difficult to determine. However, it is estimated that from 2 to 9% of all children are identified as having the condition (Health Impairments, 2007).
United State Statistics: "According to the 26th Annual Report, 449,093 students between the ages of 6 to 21 years of age were identified as having other health impairments. This represents approximately 7.5 percent of all students having a classification in special education, or less than 1% of all school-age students" (U.S. Department of Education, 2004). The individual may be eligible under the criteria if one of the two items are met:

B. In comparison with peers, the health condition adversely affects the pupil's ability to complete educational tasks within routine timelines as documented by three or more of the following:
"The health condition results in a pattern of unsatisfactory educational progress as determined by a comprehensive evaluation documenting the required components of subpart 2, items A and B. The eligibility findings must be supported by current or existing data from items A to E:
A. an individually administered, nationally normed standardized evaluation of the pupil's academic performance; B. documented, systematic interviews conducted by a licensed special education teacher with classroom teachers and the pupil's parent or guardian; C. one or more documented, systematic observations in the classroom or learning environment by a licensed special education teacher;
